Senator Bayh,

As a practicing physician I have major concerns with the healthcare bill before Congress. I actually have
read the bill and am shocked by the brazenness of the government's proposed involvement in the patient physician relationship.

The very idea that the government will dictate and ration patient care is dangerous and certainly not helpful in designing a healthcare system that works for all.

Every physician I work with agrees that we need to fix our healthcare system, but the proposed bills currently making their way through congress will be a disaster if passed.
I ask you respectfully and as a patriotic American to look at the following troubling lines that I have read
in the bill. You cannot possibly believe that these proposals are in the best interests of the country and our
fellow citizens.


Page 22 of the HC Bill: Mandates that the Govt will audit books of all employers that self insure!!

Page 30 Sec 123 of HC bill - THERE WILL BE A GOVT COMMITTEE that decides what treatments/benefits you get.

Page 29 lines 4-16 in the HC bill: YOUR HEALTH CARE IS RATIONED!!!

Page 42 of HC Bill:The Health Choices Commissioner will choose your HC Benefits for you. You have no choice!

Page 50 Section 152 in HC bill: HC will be provided to ALL non US citizens, illegal or otherwise

Page 58 HC Bill: Govt will have real-time access to individuals finances & a National ID Healthcard will be issued!

Page 59 HC Bill lines 21-24: Govt will have direct access to your banks accounts for elective funds transfer.
Page 65 Sec 164: is a payoff subsidized plan for retirees and their families in Unions & community
organizations: (ACORN).


Page 84 Sec 203 HC bill: Govt mandates ALL benefit packages for private HC plans in the Exchange.

Page 85 Line 7 HC Bill: Specifications for of Benefit Levels for Plans = The Govt will ration your
Healthcare!

Page 91 Lines 4-7 HC Bill: Govt mandates linguistic appropriate services. Example - Translation: illegal aliens.

Page 149 Lines 16-24: ANY Employer with payroll $401k & above who does not provide public option pays 8% tax on all payroll.

Page 150 Lines 9-13: Business's with payroll between $251k & $401k who doesn't provide public option pays 2-6% tax on all payroll.

Page 167 Lines 18-23: ANY individual who doesn't have acceptable HC according to Govt will be taxed
2.5% of income.

Page 170 Lines 1-3 HC Bill: Any NONRESIDENT Alien is exempt from individual taxes. (Americans will pay)
Page 195 HC Bill: Officers & employees of HC Admin (GOVT) will have access to ALL Americans finances
/personal records.


Page 203 Line 14-15 HC: "The tax imposed under this section shall not be treated as tax" Yes, it says that!

Page 239 Line 14-24 HC Bill: Govt will reduce physician services for Medicaid Seniors, low income and
poor are affected.

Page 241 Line 6-8 HC Bill: Doctors, doesn't matter what specialty you have, you'll all be paid the same!

Page 253 Line 10-18: Govt sets value of Doctor's time, proffession, judgment etc. Literally value of humans.

Page 265 Sec 1131: Govt mandates & controls productivity for private HC industries.

Page 268 Sec 1141: Federal Govt regulates rental & purchase of power driven wheelchairs.

Page 272 SEC. 1145: TREATMENT OF CERTAIN CANCER HOSPITALS - Cancer patients - welcome to rationing!

Page 280 Sec 1151: The Govt will penalize hospitals for whatever Govt deems preventable re-admissions.

Page 298 Lines 9-11: Doctors, treat a patient during initial admission that results in a re-admission -Govt
will penalize you.

Page 317 L 13-20: PROHIBITION on ownership/investment. Govt tells Doctors what/how much they can own!

Page 317-318 lines 21-25, 1-3: PROHIBITION on expansion- Govt is mandating hospitals cannot expand.

Page 321 2-13: Hospitals have opportunity to apply for exception BUT community input is required. Can u
say ACORN?!!

Page 335 L 16-25 Pg 336-339: Govt mandates establishment of outcome based measures. HC the way they want. Rationing.

Page 341 Lines 3-9: Govt has authority to disqualify Medicare Advantage Plans, HMOs, etc. Forcing people into Govt plan.

Page 354 Sec 1177: Govt will RESTRICT enrollment of Special needs people! Unbelievable!

Page 379 Sec 1191: Govt creates more bureaucracy -Tele-health Advisory Comittee. Can you say HC by phone?

Page 425 Lines 4-12: Govt mandates Advance Care Planning Consult. Think Senior Citizens end of life patients.

Page 425 Lines 17-19: Govt will instruct & consult regarding living wills, durable powers of attorney. Mandatory!

Page 425 Lines 22-25, 426 Lines 1-3: Govt provides approved list of end of life resources, guiding you in
death. (assisted suicide)

Page 427 Lines 15-24: Govt mandates program for orders for end of life. The Govt has a say in how your life
ends.

Page 429 Lines 1-9: An "advanced care planning consultant" will be used frequently as patients health deteriorates

Page 429 Lines 10-12: "advanced care consultation" may include an ORDER for end of life plans. AN ORDER from GOVT!

Page 429 Lines 13-25: The govt will specify which Doctors can write an end of life order.

Page 430 Lines 11-15: The Govt will decide what level of treatment you will have at end of life!

Page 469: Community Based Home Medical Services = Non profit organizations. Hello, ACORN Medical Services here!!?

Page 472 Lines 14-17: PAYMENT TO COMMUNITY-BASED ORIGINATION. Monthly payments to a community-based organization. Like ACORN?

Page 489 Sec 1308: The Govt will cover Marriage & Family therapy. Which means they will insert Govt into
your marriage.

Page 494-498: Govt will cover Mental Health Services including defining, creating, rationing those services.

Senator, I guarantee that I personally will do everything possible to inform patients and my fellow physicians about the dangers of the proposed bills you and your colleagues are debating.

Furthermore, If you vote for a bill that enforces socialized medicine on the country and destroys the doctor/patient relationship, I will do everything in my power to make sure you lose your job in the next election.

Thanks for sharing, I am scared.

If we, the silent majority continue to allow the vocal minority to demand and get crap like that simply because we are afraid of being labeled as _________________ (you fill in the blank) then we deserve what we get.

They yell, scream, demonstrate, and threaten. What do we do? Run and hide or simply bitch among ourselves. When are we going to stop letting "them" push us around and ruin our country?

I have already talked to those who are suppose to be looking out for my interests. They will also receive a copy of this letter with emphasis on the last part.
 
You need to learn the lesson of the Clinton impeachment months. The more you folks beat the hell out of him, the more his popularity rose. He is STILL more popular than anyone living that you guys have elected.


Nice theory and how it applies to Obama. The reality is his popularity is headed south in the polls. He is well below where Bush the Elder and Jimmy Carter were in August of their first years. You might note that they were both one-term presidents.

McCain was a dud for a candidate yet Obama beat him by only six per cent or so. In other words, only a 3 percent swing would have evened it. Quite possibly the Republicans could come up with a candidate who was three percent stronger or Obama could drop three per cent in popularity. Even if one were to accept the fact that he will continue to be popular and most likely will be re-elected, your lecturettes on how he is invincible are pure kool-aid. Don't let that tingley feeling run up your legs obscure the facts. He is vulnerable in a number of areas. Some of them are not even on the radar screen yet but will dominate the next election. Example: Afghanistan. The left showed up in droves to vote for the anti-war candidate. Not sure how that will work next time as he entrenches us deeper and deeper while his European buddies bail out and leave us holding the bag.

This is still a center-right country and the dems who are running for congress (continuously as all congressmen do) are very fearful about facing their districts in these times and the times ahead, even though many were happy to ride Obamania into office or for an easy re-election. When you get a chance to study American history at some point you will find that most presidents have had more trouble with their own parties than the opposition when in office. Obama is well on his way as the early glow wears off.

I would agree that the dems are highly likely to win future elections but for different reasons. Future presidential elections (in the absence of a strong opposition candidate) will be determined by hispanic voters and they are democratic voters. Thus the dems will continue to do everything possible to allow as many illegals to enter this country for that reason. Even if none were to vote illegally, they have kids, lots of them, who are American citizens because they were born here.

Obama is popular? You betcha. But don't get so glassy-eyed and tingley that you think there is nothing that could cause a 3 per cent swing. That has probably already happened and will show up when the voters either beat their current congressional reps into submission when they are home or send different ones next time around. Of course in California you are surrounded by wall-to-wall Obama voters so you get a jaundiced view of the world. Don't be so sure everyone else wants what California has. Most states are working overtime to avoid it. Nevada loves you though. You are the best economic development program they have going in the same way that Obama is the best job creation program the Asians have going.

It's not about left or right Al. You are beating a dead horse. It IS about policies that you mentioned. Bush was a warmonger. Most would agree that his presedency was all shaped around two events, 9/11-war and Katrina.

Obama comes in, tax & spending as quick as possible with his far left-wing radical approach to everything. He doesn't care to hear what anyone else has to say. It's his way and that's it. He's likable so that approach has worked so far but now we've come to health care. This touches more people in more ways than any policy in recent memory. Why make radical changes in a takeover movement?

We ALL know reform is needed, and believe it or not, there are conservatives with pre-existing conditions who can't get coverage, and my premiums aren't shrinking either. There's plenty room for areas of opportunity to reform the current system in place. Why does the government think they can run health care any better? Government can't run anything efficiently. And the reform bill HR 3200 is nothing more than a whole restructuring of the system to gain control over the American people. How is that in the best interest of everyone? This bill doesn't improve the system. The only good thing about the purposed bill is everyone can get coverage, that's it. The fine print has regulations to the hilt. Cost, no matter who says what, will never come close to what they budget. It never is with any program, see highlighted area above.

There's only two reasons for reform: costs are spiralling out of control and to ensure anyone who wants coverage can get it without limitations. Instead we have legislation that wants to tear the whole system apart and rebuild it to fit their government control agenda.

I say 'yes' to reform and 'no' to government run/controlled health care.

All refuses to answer my question but if the gov't is so efficient why are Medicare, Medicaid and Social Security all in the tank. With the gov't being as efficient as it is Al, wouldn't all of these programs be thriving?

Al, why did our gov't just spent untold billions on a BS war instead of putting that money into Medicare/Social Security? Is this the same responsible gov't you want to run health care?

Someone made the point that if the govt. really cared about covering uninsurables, they could simply allow people to gain Medicare without a 2 year wait. Won't solve everything, but would certainly help those who are too sick to work and not broke enough (yet) for Medicaid.

Al if I had it my way this would be my plan - let me know what you think:

A) Gov't sets minimum benefit requires for all plans; let's kills the Mega Life garbage as well as other limited plans but also let's not pull a Mass. - if a carrier wants to offer a high deductible PPO let 'em have at it.

B) One year pre-ex clause. This prevents the ladies diving in when they get pregnant or anyone who has a condition and rewards people who maintain creditable coverage.

C) Gov't offers tax credits depending on the family's level of income to off-set the rates however we always need to make sure that healthy people get lower rates (to reward wellness) and while the sick pay slightly higher rates it's still GI and still affordable (due to to tax credits.)

D) Total price transparency. Let's publish how much health carriers are reimbursing doctors/hospitals so we everyone can see that "$60 for gauze" charge and cause a little uproar.

E) Let's reward people for wellness - say, "X$$$" amount off your next year's premium if you were diagnosed with HBP but are now off the meds since you lost 40 pounds and are now eating better.

F) Gov't needs to control rate increases to stop the practice of carriers dumping their block of business every 3, 4, 5 years.

G) Additional tax on anyone who earns enough to get a plan but chooses to sit out. This means "Joe six pack" still pays into the system to off-set rates.

While I'm all for private enterprise and consider myself conservative there are some things the gov't has to regulate.

If you're for NO gov't intervention how would you like, for example, your power/gas bill to go up 28% a year every single year until one day you're paying $1,000/mo for electric and a 3rd of the country is living without power?
