Question for North Carolina Agents/Brokers

In the state of North Carolina, if someone called BCBS NC and said "I want to buy a private off-exchange plan for my family",

Is there any particular reason why they might be told "we can't help you-you have to go through the marketplace"?

Are there some counties in NC that are on-exchange only for BCBS NC?

I know they had shut down the direct enrollment a month or two ago for agents through our portal. Was pretty sure we could sell during open enrollment a non subsidized plan on the company website. I did several last year, none this year that weren't subsidized through them.

They are statewide on/off exchange with identical plans both sides. Only advantage to going through the exchange is if income dropped to where they would've gotten a subsidy is that when they file taxes they can get it if they did it on exchange
