It appears that about 360,000 of the 1.2mn still have not submitted proper paperwork to prove income levels and subsidy eligibility, while about 800,000 have.

The Obama Administration announced their subsidies will be cut off if proof isn't received within 2 weeks (Sept 30th)

This is in addition to nearly 155,000 who did not confirm immigration/citizenship status, last month's project. They're facing loss of subsidy effective the beginning of this month (or the end of this month, whatever, we know they could care less about deadlines).
 
For those with income discrepancies, the subsidies won't stop until Nov 1st.

The broad consensus is that some subsidies will stop, but most will be adjusted up or down to reflect the latest available income data.

He doesn't have much choice. The law dictates eligibility requirements, they don't meet them, they've been given a very generous grace period, and it has to end at some point.

Election year or not, this has gone on far enough. I'd be surprised to see this much slack given moving forward.

That's why I used "much choice" instead of "a choice". He can choose to follow his law, or not enforce it, a decision he's made a few times already.

Setting the stage that this is just a resource for abuse, that hands out thousands of dollars to anyone that signs up with no verification or repercussions, IMO, is more damaging than cutting off subsidies to those who don't qualify with more than ample warning.
