We'd probably have more cookie cutter families from the 50's if there weren't so many tax rules. This is a prime example. Couple isn't married. While I doubt it was the prime motivation, tax loopholes certainly encourage it.

The answer is buy a policy at full price during open enrollment. Or, get married, lose the free college and have a subsidized health care policy or group insurance. Because at $60,000, family of three, they would be eligible for subsidy if no group offered.

Or, are you asking how she can have her cake and eat it too? (baby and mother on subsidized plan/Medicaid AND college paid for by the government despite living with someone making $60,000 a year)
