This isn't black hat, it is just unnatural link building as Jeremy stated. This is actually white hat or maybe grey hat. I don't plan on using it, there are better services out there, but Web 2.0 profiles are just fine to use for backlinks.

I am very wary of this service that is being offered. I have seen alot of sites that have been sandboxed by google. I personally update my site with regular content, then proceed with social bookmarking etc

These forums where you can put profile links are constantly being spammed. As soon as everyone found out about it, the jig is up and its time to move onto another tactic. I am wary about it as well, but not because its black-hat because its not, just because its overpriced and not as effective.

Social bookmarking is the way to go. Check out The Link Juicer or Social Bookmarking 101. You will get lots of social bookmarks from unique IP addresses. Lots of link juice.

No they are social bookmarking services. Google them up. I haven't use them since my site isn't live yet, but they are on deck to be utilized.

I'm always leery of anything that is automated. I prefer semi-automated since you have much more control.

Neither is automated, but Social Bookmarking 101 is the most interesting in my opinion. A great concept.

Essentially, you bookmark other peoples URL's and they bookmark yours. You send in your URL, desired tags and descriptions (various ones to keep it natural) and it gets sent out to 10 other members Monday, Wednesday and Friday. They bookmark your stuff for you. And, you recieve 10 links to bookmark Monday Wednesday and Friday.

It looks natural because it essentially is natural.

Yeah, I've bee doing my own SEO for almost a decade now. 100 links isn't enough to hurt, and it could help.
