Anyone want to share some useful sites relevant to the insurance industry that will link exchange or where insurance websites can be listed, i.e. directories, etc?

Those are directories specifically for insurance sites. I haven't submitted to the ones that require a reciprocal link b/c I don't do that on any of the sites. I have tons more that are local directories (like Yelp, Insiderpages, ect) that seem to work better because more of them count as backlinks. Let me know if you want those too.
Exchanging with Link_farm is always bad. Sometimes it can be to accidently link exchange with a farm because pretty much the only way you'd find out it's a farm is by also checking the link pages of every site that's on their "list" to see if they link back. A lot of these site hide their link pages too so that there isn't a link on the home page of their site to their link page. This is one of the reasons why I avoid link exchanging all together. I'd rather be safe then sorry and accidently have my site listed on a link farm.
So...is it wise not to link to sites that have lower PR than yours etc...
I'd say generally, I don't. Sometimes I'll link to a page on a site and that particular page doesn't have a page rank, but the homepage of the site has a really high page rank. I usually only try to link out to sites that I know are on Google as well. If I rank to a site that shows up well on Google too. For example, if I am targeting Cleveland, OH, I might put a link to City of Cleveland :: Home because that site shows up on Google for Cleveland, OH (if you search that) and it essentially can tell Google that you are also related to Cleveland. There is a lot of debate about this subject amongst people that do SEO. Overall, the leaders tend to think that it helps. it is a large topic. but yes you can make useful comments and write your site on blank.
And you can give link to useful and informative and legit sites. it doesnt hurt your site as long as you don't exceed limit. so dont avoid linking useful sites. but dont make link axchange just with a spam or link farm sites.

If you can get a site with an .edu extension to link to you, it is worth about 100 commercial sites that are rated close to your own positioning. It is not easy, but it can be done with some imagination --I did it and I am not especially imaginative.
If your local newspaper has a paid link advertising feature, it might be a good way to kick off a site or bring up ranking. I tried this and the improvement was dramatic coming from a newspaper/tv station site with very high ranking. The fact that it was a paid listing did not matter. I only kept the ad for about six months since what I wanted to accomplish was done.

Many professors have their own pages or pages for their classes. If you can provide something of value to a professor, they'll probably be willing to give you a link.
Some universities maintain a list of "other insurance options" for students and faculty that can't get coverage through the official channels.
How important is it to check if a web page is showing up in google's directory before posting links. It would seem counter productive to post links in directories not indexed.
