Underwriting is pretty tough. PA allows riders but Highmark does not use them. Will rate up 15% or 30%. They decline often, i.e. six or more chiropractic visits usually a decline - and in PA they love chiropractors! Ask Deb to send you a producer manual.

I haven't worked PA for over a year now, but I vividly remember running into the different BCBS companies up there. Did the two BCBS companies ever merge?

The proposed merger between Highmark BC/BS and Independence Blue Cross is still under consideration by the PA Insurance Commissioner. He has promised a decision by the end of January.
