Hand your lead development off to someone else. Focus on the 10% of the activities that make you money and outsource the other 90%. This includes mailing for leads, calling for appointments, etc. You only want to spend time with the potential clients and writing up the applications.
As for selling on the phone, many people come to us - thinking they can do this. It takes an incredible work ethic, though, to sit in your own house and pick up the telephone and go to work. We have a lot of agents that started out thinking they wanted to work over the phone who then realized that it's better to push themselves out of the front door in the morning and come home $2,000 - $3,000 the better at the end of the day...rather than sitting at a 400lb telephone.

Either way, if you're not going to invest in yourself (leads) then you're dead in the water. This way you only focus on consistently selling, and generating a 2 to 4 times return on your investment. This is our our big producers do it - focus on that 10%.
