If you use a service like Health Sherpa, ACA Express etc. would you charge customer a policy fee for doing the app.

I wouldn't even consider that an option given HC.gov provides a free route. You're asking for problems, and opening a can of worms. Plus, the time/effort and explanation of collecting the fee is not worth the hassle.

It's a cost of doing biz, maybe you should consider charging clients for your gas and internet charges too. "What's this fee? It's a trip charge sir".
 
I am 99% sure I read in guidelines from CMS one of the guidance calls we attended it is not allowed for agents to charge a fee direct to a customer in return for helping them enroll.
 
I would really LOVE to charge a fee to my last guy who wasted multiple HOURS of my time to only go on Medicare.gov and enroll directly because he could not figure out how to sign the application I mailed him and could not wait an hour for my return phone call to explain it to him. ARGGGH.
