I'm not sure what you mean by 'high
PR' directories, but with a few exclusions like business.com and the yahoo directory already mentioned by Dave, I'd be skeptical about paying for any listing. We have identified about 40 listing services that allow free registration - these registrations won't help much with organic search, as noted, but will help local search ranking. Some are business directories, like Google Maps; some are internet yellow pages, like yellowpages.com, some are social networking sites, like Yelp; and some are data providers, like Merchant Circle.
I should also mention the importance of using local and location specific information in your listings (i.e., local phone number, vs. 800# and street address vs. PO Box) and being consistent with your information across all your registrations (i.e., don't use an abbreviation on some - St. - and full spellings on others - Street).
