Hiring a Telemarketerfor Cold Calling

Hi, I am having a difficult time hiring a person to do cold calling for my Life and Health business. I am offering I have tried Craigs List but keep getting people who do not have a resume or work references. I am offering an hourly rate and bonuses based on performance. Any suggestions?
