Ringless Voicemail As a Suppliment?

Tried to look this up but the topic is very lightly covered.

1. Are ringless voicemail drops legal?
2. How are they received (I.e. are they just annoying or OK assuming a low key message)?
3. Anyone actually used these? Or is it just marketers pushing to other marketers and so on.
They appear to be cheap. I am not looking for a silver bullet or to replace any standard marketing in place. This would just be a small add on. What I don't want to happen is to piss off the market.

Thoughts?
 
I'm not an expert on phone technology, but I've never understood how you can call a phone to leave a voicemail and not have it ring. I know some voice mail services offer this, but its not that widespread.

My guess is, the phone actually rings on a high percentage of calls.

No need to use it is NOT legal.

It seemed a little like voodoo to me too but I only know phones as a means to dial someone.
