What is the most cost effective way to set up a website? All I want at the moment is a simple web presence, not worried about seo or anything.

Broker007 is on the right track in my opinion. Website builders like Wix, Squarespace, etc. are the easiest and cheapest way to setup a site fast and have it look respectable. Some website builders are better than others. I actually do video reviews on many of the website builders on my site. You can find them linked on my home page at WebEminence.com.
I'd stay away from the Godaddy website builder for now. I heard they are updating it soon to keep up with their competitors but as of today, it's not a good value. compared to the competition.
My 3 favorites of the builders I've reviewed so far are Weebly, Yola, and Squarespace.
Wordpress is more professional and flexible over the long term but has a bit more of a learning curve.
