Was curious if anyone had set up thier website to have an intro pop-up requesting the user enter thier contact info for a quote? Wondering how hard this would be to do, or if it would turn away potential customers, any thoughts?

mb you are asking for a content locker, where someone comes to your site and can not click on your site until they fill out the form, bad idea all around ins lead gen I think, they will just bounce, this is not project tv
That's exactly what it would do to me.

In theory you could use a lightbox to do it without worry about popup blockers (see my blog section on my site) but you'd run off potential customers.
