And yes to the title you gave this thread. However, it depends on the carrier... if they have it set up, you can use it. Some carriers do not want agents doing telephone aps, but most do. Some demand face to face when doing online enrollments, others don't. Some demand face to face period. Read the company policy for the carrier you are contracted with.
