A tough situation. I think the fact that he/she is on permanent disability will be a challenge. Financial justification will be a factor here.
The seizures may not be much of an issue; however, even though they are caused by larynoplams, neurological monitoring may be called for.
If he has been staying on top of the situation, has undergone all the medical monitoring he should, and is promoting a healthy lifestyle as best he can, he could very well be insurable at a good price. Be sure to prequalify him so any issues with disclosures and/or records can be addressed before going formal.
