Obviously, my opinion on this is biased because we don't do much in the way of exclusive leads. A true, verified, exclusive lead is very expensive to generate correctly. We do a carrier exclusive but for the most part not total exclusives.
I'm not saying that it is impossible to buy good exclusive leads because I don't know of every lead service out there. There are new ones popping up every day. I can tell you that there are people out there that prey on agents looking for exclusive leads because it is the dream of every agent to be able to buy cheap exclusive leads.
Here is my opinion for what its worth:
1) Even if you are the only agent that buys the lead it does not prevent the lead from talking to other agents. Insurance agents are everywhere and people shop. Rarely will they ask for a quote from just one person they don't know, no matter how many products and carriers you represent. Therefore, true exclusivity can never be guaranteed. No one can guarantee control of a prospect.
2) Beware of the "exclusive to whom" game. There are some lead companies out there that will buy a lead from a wholesaler and then sell it exclusively to you. However, that doesn't mean that the wholesaler didn't sell it to other lead services who in turn sold it as well.
3) Beware lead services that consider an "unreported sale" lead a new lead. Some lead services will recycle old leads unless the agent reports that they successfully sold the lead insurance. Check the fine print on their websites and contracts.
4) Beware of the "Plausible Deniability" game. That's when a lead service says: "We were told it was exclusive, we can only rely on the representations of _____" Too often ______ is an affiliate program. In my opinion, affiliate programs are the bane of this industry.
5) Get everything in writing as to how and where the lead is generated. You may not be able to get them to tell you proprietary information but general information can be good enough to give you some insight as to how well you can trust them.
6) If anyone offers to sell you leads without a contract, remember this: A contract protects you too. No contract, no protection or guarantees for either party. "No contract" may not be to your benefit, especially if you are paying by check.
