It depends on the country that their listed primary residence is in. Different companies have different guidlines for this, ex: NYL would insure people living in the asia pacific area, as long as it wasnt in what they considered a warzone or an area of extreme poverty and disease. They where very prominent in mexico too.
I do know that almost all of Africa is extremely hard to insure someone in. Loyds would be the best bet probably.
I havent insusred anyone living abroad since I worked directly for NYL, so Im not sure who is better for what areas of the world. Just call different carriers and ask. Your client might not even have to sign the app in your state. Companies can have their own individual guidlines for this that can be more strict than national or state standards.
If all else fails call Loyds, I just usedthem to write a life, health, ad&d, & K&R policy on a client who was going to iraq for a year to work. The premiums where very high, but he didnt blink an eye when deciding, and couldnt sign the apps fast enough....lol
