I do it all of the time, but only states that I am licensed in. I do a lot of business in Texas, Arizona, Michigan, etc... but I'm here in PA. I would question your Hartford Life rep... Every life company that I know of allows this. Not to say that a company wouldn't have a restriction, but as long as you're licensed, you're legal.
