The question pertained to making contacts for life settlement purchasers, so the NY part is of minor relevance. The list from the NY Insurance Department includes life settlement providers who are registered (or in the process) in the state to buy policies. Under the presumption that those who take the time to register in NY are active players in the industry, this should provide a good starting point for finding contacts for life settlement providers.
