I'm not sure how Part D works for someone on Medicare due to a disability. I am writing the spouses underage health and dental on both, but they want Part D for the husband.

Part D requires either Medicare A or B. There is nothing about age.

You need to be careful about which plan covers his medication. Go to Medicare.gov and do the research.
