I've written a similar quoting package to what you are describing. In fact, I do something similar (should say 'did' something similar, haven't mailed quotes out in months).
A lot of this depends on what tools you have. For me, I took public record info, ran it through a reconstruction cost estimator to develop a dwelling value, than ran this through a quote engine, captured the premium, printed the letter and off they went. The entire process took about 20 seconds, or 3 quotes a minute.
In California, credit is a non-issue, so that doesn't come into play at all. I did the standard discounts (not burglar alarm) such as home/auto. My goal was to have a pretty honest quote, but, not everything is perfect.
I used to get a decent response out of these mailings. The response rates dropped significantly this year, so I've backed off. It's probably time to start them up again.
Depending on the state you are in / the county you market to, the trick is finding public record info in a format that works. As Tim pointed out, you can get xdates with Cole, but they don't provide (at least not as an export) the square footage, bathrooms, year built, etc, for the house. I use Haines, way more expensive, but it gives me exactly what I need.
