A5062-2015 - NY Senate Open Legislation - Provides for establishment of the New York Health plan - New York State Senate

Visit the link for a full text copy of the bill. Just passed the assembly vote. Will likely not pass senate this year (1 vote advantage), but will likely pass next year when power shifts.

Basically, they intend to replace all private insurers, as well as medicaid, with a NY state health program. They are going to fund this by raising income taxes (employer, capital gains, interest, etc.) on a sliding scale based on income so wealthier people get to spend a higher proportion of their income supporting everyone else.

Of course, they presume the government establishing a commission and trust to handle what private industry has been doing will reduce costs and improve quality.

For reference, all of the ACA taxes/fees/assessments/penalties still would apply to NY residents, even though we wouldn't be able to use the exchange.

They were careful not to mention any projected costs, savings, tax rates, etc. They'll figure that out later.

At least everyone will be covered for their pregnancy.

Skimming it, it looks like even though you wouldn't be able to use the exchanges, they're hoping to get the subsidies for all of the residents pooled into the NY Care plan to help pay for coverage for everyone.
