Newbie Losing Group Coverage in Texas

My wife and I are losing our group coverage. We are for a short time under BCBS of Alabama because we had an afflilated ministry office there. Our AL group has been in place for about ten years. The AL office has closed. Now we do not have the criteria to keep the group.
My wife and I both have serious health issues. Can we put together a Blues group in TX and use creditable coverage to get us in without our medical conditions counting against us?
Or is the Risk Pool our only option?
