If your page has no text on it it won't rank; that is the problem with Flash. Many pages are just Flash. Flash isn't the problem; the problem is the absence of text.
If you have Flash and text, your ranking will be based on the text and the Flash will be ignored.
Load time might be a problem. You can code around it with CSS. You can put the flash file last in your code and still get it to show up on the top of your page.
You can also write code in PHP (and I assume other languages as well) that keeps the Flash file from loading at all if the page loads slowly. On my sites if a visitor uses dial up, they will probably see a static picture instead of the flash file.
