We don't have any 5-Star plans in my area but yes if there were you could enroll year round.

I've never heard of an age restriction on Med Sups though. I've gotten many 90+ year olds approved fully underwritten.

If they are currently on a Part D, yes. Probably no 5 star plans in your area.
