66 and 69 Yr Old Health Insurance

I have a client that came to me about her parents.

The ages are 66 and 69 and live in Cook county IL (Chicago). They are citizens now, but do not have enough quarters to qualify for Medicare. I know they can buy part A and B.

I am looking to see if anyone knows of a company that will write this age on a Major Medical and them not being on Medicare. Please let me know if you have ideas.

I am not posting on Major Medical board as for the rules.
