Agency Witholding Commission Payment to Agent?

When a Agency withholds the agent commissions; Medicare Advantage, Supplement and Part D, what recourse besides suing do they have? And, if the agent is the writing agent, who is responsible for servicing and has the right to contact the clients?
 
If the Agency is withholding payments it leads me to believe you assigned your commissions. They belong to whom you assigned them to and they pay you or not more often not down the road.

Download all the clients, read your contract, ask them to pay you.
 
Depends on the contract. If they have a vesting schedule, did you meet the requirements? If not, they might not owe the agent a dime. Same for assignment, if you assign, you don't own the rights to those commissions.
