I dont really sell them, had someone ask me if they can disenroll from their pdp and enroll in another after aep.

Any SEP would allow the member to make a change just as the other member mentioned Otherwise they need to wait until January 1st 2016 to have a new plan be effective.

The Annual Disenrollment Period is ONLY for MAPD to PDP and original Medicare. You can't use it to change PDP's, that's the Annual Enrollment Period.
Only adding this link because I had the same question come up, used the search box and needed more info. Maybe someone else will need the link. (Like EE, I don't do MAPD, so I was clueless when the question came in)
