Living Out of Country with Only Part A Wants to Add Part B

I am working with a person who has been out of the country for the past several years and only has part A. (New Zealand where they have national medical.)

She has moved back to the US and wants to enroll in part B. Would she have to wait until the general open enrollment period to do this or would this somehow qualify for a special election period to get part B right away?

No SEP for returning expats. She has to wait for GEP (1/1 to 3/31) and Part B will be effective 7/1. LEP will be number of full 12 month periods times 10%.
 
based on that link, it looks like the next question is whether she is eligible for social security.

If she is, then it looks like she has to wait. If she is not eligible for social security, the link information suggests she could apply for part B now.
