RE: Medicare: Why Premiums May Jump 50%

Would it be smart/possible for someone who is 68, and didn't enroll in Medicare at age 65, to enroll before 1/1/2016? I'm not in the Senior Market, so forgive me if this is a dumb question.

What a contradiction: No Cost of Living Increase for Social Security recipients due to No Economic Inflation... But a big increase in Medicare Premiums due to Medical Inflation. Why hasn't any President (or candidate) over the past 20 years ever pushed (or promised) to have Medical cost increases figured into the Social Security COLA? Seniors are the group that's most vulnerable to medical inflation!

Obamacare was supposed to reduce Medical Costs. Looks like it did just the opposite, since 2016 is bringing a "historically unprecedented" Medicare premium increase.
