Is there any backdoor reason you can get someone a new Part D plan after Dec 7th? I have a client very, very unhappy with Wellcare.

Fudge on the date. Date it 12/07/2014 and say you forgot to send it in.

I'd lean on 4, 5, or 11 or possibly 18 as a last ditch effort.

Multiple calls for "wellness issues". Mail order call not returned within 24 hours, so RX's deleted and not shipped.

Think that qualifies for an enrollment violation? Or exceptional circumstance?

I'd apply for exceptional circumstances...have CMS start breathing down their necks. Hopefully either service will improve or they'll let him out.

An SEP, unless one of the usual ones (relocation, LIS, etc.) is extremely unlikely to be granted for being unhappy with a plan.
