I have a client that does not have enough Part A credits due to the fact he worked for the state of Ohio. He is turning 65 in January, His wife is 62 and she does have enough credits. Is he able to use his wife"s credits to get Part A for himself? Does he have to wait until she turns 65?
 
Will he be in some kind of State of Ohio retirement plan?

Did he start work for the State of Ohio after 1986?

He should qualify under her earnings. She does not have to be 65.
 
In 2017 your monthly Part A premium will be
$0 If you or your spouse worked for 10 years or more or you were a federal employee on January 1, 1983
$227 If you or your spouse worked between 7.5 and 10 years
$413 If you or your spouse worked fewer than 7.5 years
 
Based on everything I have read, if she has enough to qualify for Medicare and she is 62 or older when he turns 65, he can get it premium free.

HI 00801.008 HI Entitlement for Aged Spouse of Age 62 Worker

A. Introduction

Effective for age 62 attainments occurring after 8/81, RSI eligibility may not begin earlier than the first month throughout which the individual is age 62.

B. Policy

HI eligibility for the age 65 or over spouse of a 62-year old worker begins with the month an insured worker attains age 62, rather than the first month throughout which the worker is age 62.

Neither the worker nor the spouse need actually establish entitlement to monthly benefits for this provision to apply. If the worker would have been eligible for RIB in the month he/she attained age 62 except for the fact that he/she was not age 62 throughout the month, the age 65 or over spouse can file for and establish entitlement to HI for the month the worker attained age 62.
