Question About Part D Late Fee

Part A and B effective dates were 10/1/2014. He enrolled in a MAPD on 12/1/14 so I just don't see why he should have a Part D penalty in this scenario but Medicare insisted that he was "late."

Somebody said earlier that it sounded like a 3 month penalty. It would be .9939, (rounded to the nearest $0.10)=$1.00 a month penalty.

He lost EGHP on 9/30/14 and went onto Medicare A/B for the first time on 10/1/2014. So he had no prior Medicare coverage.

Losing EGHP doesn't matter if he turned 65 in October.I am sure you know that the LEP clock starts ticking from the part A eligibility date whether or not he enrolled in part A at the time or not.So did he T65 in October or not?
