If a veteran does not enroll in Part B during his initial eligibility at age 65, but instead waits a year or two (or however long) there are two questions:
1. Does he have to pay a late Part B enrollment penalty and enroll only during the late Part B enrollment period?
2. Does he also have to go through underwriting for the med supps?

#1: Yes, if his Part B starts 12 months or more after initial eligibility, assuming no EGHP. While VA coverage is creditable for Part D, it is not for Part B. He will have to enroll during GEP (only six weeks left) for a 7/1 start and be subject to 10% LEP for each 12 month period not enrolled.
#2: No. He will have the six month Open Enrollment period from Part B effective date for a med supp.

When he's new to part B he will have an initial enrollment with no underwriting.

He'll have to pay the part B late penalty. Have him enroll now for July 1st effective date.
