No. I believe that's pretty much the rules. No Part D covers Vitamins.

OTC items are rarely covered under Part D. And since vitamins are so cheap, why would anyone need insurance for them.
As to the second half of your question, the best PDP is the one that covers all the medications at the lowest price.

You must do an analysis of all the PDP plans available in that county nobody can give you advice on which plan is best until there's a complete list of prescriptions

Every Part D plan has the best coverage. Every Part D plan has the worst coverage. No way to know which is correct until researching the prospect's drug list with all PDP plans (24 stand alone PDP in CA; number of MA plans with Part D varies by county).
No Part D plan covers vitamins. "But I get this vitamin covered by my employer plan." No Part D plan covers vitamins. You can forget about Armour-Thyroid and Nature Throid as well.
