Switching from Group Health Plan

I have a 70 year old client in TX. He is currently in a group health plan. Does he have guaranteed issue rights, if he decides to take med supplement?
 
Will he be signing up for part B at the same time, or has he already done that in the past?

He has GI right if already has Part B, will need to provide carrier proof of eligibility to the carrier. He is in Open Enrollmlent if he postponed Part B and will need to proof eligibility for Part B with a Request for Employer Information form completed by the employer and delivered to SSA.
 
Just a heads up...some of the TX carriers are going to want the COC. Don't ask. Its easier to provide it (you will need for Part D anyway) then to have the argument.
