Could you figure out a way to stop robocalls? If so, the FTC wants you:

In a way, Google voice holds part of the answer. You can create circles, but your business and friends in circles and set corresponding rules.

All other calls can be set to go right to VM which means your phone never rings. Better yet, it doesn't even go to your phone's VM but your Google VM which gets transcribed. It also allows you to block numbers.

M&M - they're illegal unless you're in the business of selling or using those services. Then per FTC rule 134.5 you're allowed to do whatever you want.

Rubbish. Reputable IMOs do it so it must be legal.

If you're a politician, they are legal.

Sort of. They're legal for everyone, depending on the purpose. Anyone can use them to run surveys or some other things, but what they can't do is use them to sell anything.
