Okay so everyone between 400%-100% of the FPL qualifies for a Federal subsidy.. so what happens to the people that make less than 100% and live in Texas where we did not elect to expand Medicaid? They won't receive any help from the Federal or State government right? And if that's so how do you let the Feds know that you're too broke to purchase insurance? Do they just know by your tax return? (Assuming that your turning one in)

better question...what happens to the people that fall under 100% but make to much to qualify for Medicaid.... the answer...catastrophe plan.....

Well in Texas Medicaid isn't based solely on income..so that's what I was asking but how hard is it to get on a catastrophe plan if you're over 30?
