I think that's a great idea.Perhaps you might want to try color non-transparent bags. They would be more expensive but but they would create the element of "curiosity." Not knowing whats inside causes people to look inside. :-) If they can see coupons and folded papers inside (junk), then they will not reach their hand in and pull out the contents.
I can't speak for everyone but I promise you that when I receive anything that leaves me curious, I look inside. When I receive coupon books, are clear plastic bags with news or coupons, or even if there is a plastic flap on the window of the envelope, toss it in the can UNOPENED.
And that's the element of Curiosity.
