My only experience is selling 1 policy and it was a bear. Are you moving 403(b) to IRA as this thread speaks. If so the client must meet an IRS condition:

Attained Age of 59 1/2 years of age or seperation of service....The only way to get money to move quickly is by having the paperwork in good order. Does the 403(b) plan use a TPA have you gotten thier approval on the transfer forms...Do you have LSWs surrender forms?
