Honestly I usually don't have Issues mailing app's even with carriers that have eapp's sometimes they don't have email as long as you make it easy for them and they don't have a lot to fill there should be no issues

Anytime I mail an app it is completed and only needs signatures. I place "sign here" tabs next to where they need to sign. I also include a postage paid return envelope. All they have to do is sign, include a voided check or first payment if not paying by bank draft and stick it in the envelope.

The less they have to do the better.
