Did my research the best I can. My elancer has had 100+ jobs with over 4.5 feedback ratings. Said all "white hat" seo. I know that can be a lie, but they have been excellent so far just in communication with me.
They also were one of the few that didn't promise "1st page" rankings in a couple months. I appreciated that, as odd as that sounds.

There is absolutely no need to optimize "utility pages" such as about us, contact us - etc. In fact you can just set those to "no index" in your meta tags , if you wish.
Be careful about following the recommendations of the various seo WP plugins, which could lead to an over optimization penalty.
