Business Travel Insurance for employees traveling domestically

We have been having a difficult time finding a carrier to write a commercial policy to cover multiple employees travaling to multiple locations. Chubb writes a Passport 360 policy but it is personal and they told me that the "family" could be considered the employees, but I am not comfortable presenting to client that way. We also have access to IMG, however we would need to take out a individual policy for every employee for every trip.
Looking to have an annual policy covering multiple trips for multip employees over the year.
Any guidance would be appreciated.
