Can you put a non user as a registered owner on a Liberty Mutual auto policy in NY

That's something you should be asking of Liberty Mutual, or any other insurance company for that matter.

However, I don't see any reason that a car owner can't be the Named Insured on a policy, provide the car or cars, for his family use, and just decide not to use any of them himself.

Though I suspect that something else is going on here.

Care to explain what the goal is?
 
A person who does not drive can own a vehicle. I insured a blind man who listed his adult son as a household user but every 6 months there was an argument about any increase in premium because the owner did not drive but his son's record increased the premium on Dad's policy
