Ann, your question might be legitimate because HHS/CMS/IRS will continually send us mini-modules to complete for maintaining our certification.

The government will be tweaking and re-defining the ACA, Subsidies, Exchange Procedures, Privacy rules and other things we can't imagine yet. In addition, there's still another 9,000 pages of the original bill that have to be read, interpreted, and acted upon by these agencies.

The below text is from a CMS/CCIIO document describing the agent's role in qualifying and enrolling Marketplace applicants.

"Given the sensitive nature of personally identifiable information, web-broker websites will be
required to comply with all existing and future privacy and security standards established by
HHS pursuant to 45 C.F.R. 155.260, related to the use and handling of personally identifiable
information obtained during the enrollment process, regardless of whether the enrollment is
completed. These security standards will also require authentication of consumers to prevent
unauthorized access to sensitive information
."

QUESTION: Is that last sentence saying that the Exchange will need to call the applicant to verify that he/she knows the agent that helped them enroll? This document is so full of rules and procedures that it might take A LONG TIME to actually get a person approved. Conventional underwriting today might be faster!

Authentication is like providing mother's maiden name, last known address, birthdate, SS#, last car loan, and what you had for dinner last thursday
 
Do we have to be certified with all carriers in a particular state inside the exchange? anyone know yet?
