How competitive are the rates for NYL?

This question caters more so to independent whole life agents. I know NYL is pretty reputable and with great living benefit options, but are there other whole life companies out there which is as creditable but with fairer rates?
 
If you're looking for a minimum-funded policy that builds cash value, but could compete with non-lapse GUL, then Ohio National Prestige Value IV. There are other policies with other companies that delay dividends and don't have as many "bells and whistles" on them.

Just remember that all whole life must mature (cash value = death benefit) by age 121 with a given interest rate assumption. You really don't want it to be "too cheap" because it will take an unreasonable interest rate assumption into account.
 
Many policies have the cash value = death benefit at age 100.
This is true on some Mass and Guardian policies.
You can always blend a policy to cut down on cost.
Guardian has an L121 which has the cv=db at age 121.
You can also add an indemnity LTC rider and the index participation rider is kind of cool especially with interest rates at bistorical low rates
