Exactly. A lead is someone who's expressed interest.

Depends what OP means by "free". If you just mean "I don't pay $XX per lead" then you can do your own mailing or advertising.

Or if you mean "at zero cost" that's a lot harder but consider holding a free seminar on some topic in this field. You have to provide some educational value. In return, participants have to register to attend = leads.

Or partner with adjacent insurance producers. Maybe someone only does P&C and will give you life/health leads assuming you give them a finder's fee and reciprocate. Or someone who does financial planning and occasionally has a client with an insurance need.

Do not confuse Free with Quality.

What you want are "good leads".
