How do you compete with a potential customer with Aon?

Aon has the contract for many state employees,Ups and at@t to name a few. Ran into a ups employee today paying 40% more than mostly plan N’s i had . She gets $1500 a month from ups administer threw aon . Can she get that $1500 and buy here own plan or foes she have to buy at least 1 product threw Aon? If she bought a cheap vision plan with aon will she be able to get the rest of the $1500 and buy her own plan outside? How does it work?
