Legislation to Be Introduced Exempting Commissions from MLR

It would likely backfire and be just like travel agent commissions.
If a consumer WANTS the services of an insurance agent the pay an ADDITIONAL commission. But the consumer would have an option to bypass the agent and save money.

I don't see where NOT including agent commissions as part of the MLR would create that?
Would this not mean that an insurance company can compensate to whatever degree they wish? Without concern over the MLR percentile? Who cares what the consummer wants in this case? It's about what the insurance company wants to pay out via compensation not subject to MLR? Am I missing something?

DC believe that by limiting how much the carrier can spend on themselves they will make health insurance more affordable for policyholders.

Of course that view is completely faulty.
